SUMMARY
This role involves providing licensed medical provider support to the Maryland Army National Guard (MDARNG) for medical readiness examinations and assessments. The primary purpose is to improve Individual Medical Readiness (IMR) of Soldiers by performing annual periodic health assessments (PHA), deployment health assessments (PDHA, PDHRA), physical examinations for aviation, specialty schools, and miscellaneous examinations. The MDARNG Surgeon's Office requires a flexible and responsive process to meet evolving needs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Specific responsibilities include but are not limited to:
- Performing and documenting Soldier's PHA, PDHA, PDHRA, and physical examinations for special military schools and other miscellaneous examinations. These must be documented electronically in the Medical Operational Data System (MODS) and on DD Form 2807-1 and DD Form 2808, with potential additional documentation requirements.
- Complying with all military, legal (including HIPAA and Privacy Act), and regulatory policies and procedures related to these duties.
- Educating Soldiers on available resources for health and wellness.
- Completing annual HIPAA training and complying with federal regulations.
- Complying with OSHA guidelines regarding disposable examination instruments and medical waste.
- Implementing standard universal precautions and infection control measures.
- Attending PHA and Soldier Readiness Process (SRP) events as determined by state and unit needs.
- Following regulations and policies applicable to Individual Medical Readiness (IMR) and deployment medical readiness, including AR 40-501, AR 40-502, and other guidance.
- Cooperating fully with government authorities in investigations or litigation related to liability or malpractice claims, including immediate notification, furnishing papers, and authorizing government representation.
- Abiding by AR 40-66 concerning limited privileged communication and confidentiality of patient records (Privacy Act of 1974, Drug and Alcohol Act, Public Law 92-129).
- Complying with all installation safety prevention regulations, including general safety, fire prevention, and waste disposal.
- Completing all training required to obtain and maintain access to military databases, websites, and network access.
- Documenting all medical concerns and findings reported by Soldiers.
- Documenting medical problems falling below AR 40-502 retention standards in MEDCHART and initiating temporary profiles as appropriate.
- Reporting significant or concerning findings to the Deputy State Surgeon or designee.
- Reviewing civilian documentation, determining fitness for duty, and documenting findings accordingly, with all civilian documentation scanned into HRR.
SKILLS AND QUALIFICATIONS
- Personnel must possess the required technical skills and expertise to perform functions with minimal guidance.
- Current Basic Life Support (BLS) certification is required.
- Ability to read, write, understand, and speak English well enough to effectively communicate with Soldiers and other healthcare providers.
- The government reserves the right to test the provider's knowledge and skills at any time.
EDUCATION & EXPERIENCE
- Must be a licensed medical provider (MD, DO, Physician Assistant (PA), or Nurse Practitioner (NP)).
- A minimum of three years of experience as a Medical Provider with the military population is listed as a special qualification. - The licensed medical provider selected will have and maintain a valid, unrestricted Maryland State License. The license and certificates must be renewed and maintained during the life of the contract.
- Complete disclosure of any past incidents in professional duties, charges (felonies or misdemeanors other than minor traffic violations), and any malpractice actions or claims (including outcome/status) is required. The State Surgeon Office evaluates these incidents for disqualification.
SUPERVISORY RESPONSIBILITY
This position does not have direct supervisory responsibilities.
WORK ENVIRONMENT
- Work is performed at Camp Fretterd Military Reservation (CFMR), 5555 Rue Saint Lo Drive, BLDG 205, Reisterstown Maryland, 21136, and at The Flight Surgeon’s Clinic 2624 Fairview Point Road, Building E-6814, Edgewood Maryland 21040.
- Typically, three days will be at CFMR and one day at Edgewood.
- Alternate work locations, workdays, and hours may be authorized.
- Teleworking is not authorized.
- Contractors are not compensated for unexpected closures or delays due to unscheduled gate closures.
- Employees must be familiar with and obey installation regulations including fire, traffic, safety, and security. Restricted areas require prior approval for entry.
- Proper identification must be carried at all times.
- The Government may direct removal of an employee from Government property or revoke system access for misconduct, security reasons, or communicable disease.
PHYSICAL DEMANDS
- Frequently stands, walks, bends, and moves between patient care areas throughout the shift.
- Occasionally lifts or assists in positioning patients, medical equipment, or supplies weighing up to 25 pounds.
- Uses fine motor skills and hand-eye coordination for tasks such as administering injections, operating diagnostic tools, and performing physical exams.
