Summary

SUMMARY

 

The Geospatial Architecture Specialist is designated as key personnel under GIS Programming Support. This role primarily involves providing expertise in translating and developing programs, automation tools, code, and scripts for various platforms and purposes. The specialist is responsible for automating the management, maintenance, and standardization of large datasets, such as the Public Land Survey, Land Area Representation (LAR), and Land Status, preparing them for internal use and publication. Key duties also include designing and coding new programs/scripts to improve data management and map production, and devising tools for the automated creation, update, and management of Indian land tract, reservation boundary, ownership, lease, and right-of-way data, ensuring synchronization with the Trust Asset and Accounting Management System (TAAMS).

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The contractor will be required to perform work which includes, but is not limited to, the following tasks:

  • Provide expertise to translate programs, automation tools, code, and scripts from Python to new support program platforms.
  • Provide professional expertise in writing programs that translate existing programs and scripts to automate the management, maintenance, and standardization of large datasets, including but not limited to Public Land Survey, Land Area Representation (LAR), and Land Status. These programs should prepare data into approved data models for internal use as well as publication-ready data designs.
  • Design and code new programs, scripts, and routines to support the automation of operations, which will improve data management and map production.
  • Devise and deploy automated creation, update, and management tools to efficiently map Indian land tract, reservation boundary, ownership, lease, and right-of-way data that are synchronized with the Trust Asset and Accounting Management System (TAAMS).
  • Ensure that legal land description data extracted from TAAMS is topologically aligned where possible and appropriate with the official published version of the Bureau of Land Management (BLM) Public Land Survey System (PLSS) Cadastral National Spatial Data Infrastructure (CAD NSDI) Geographic Coordinate Database (GCDB) GIS Data for the trust land base.
  • Assist in scripting on special projects within the Division and sometimes outside to support critical missions.
  • Maintain scripting environments for both DLTR and BOGS.

SKILLS AND QUALIFICATIONS

  • Must have knowledge of server or client scripting and/or processing solutions such as Python, PowerShell, JavaScript, and/or other web technologies to work efficiently with other technical team members.
  • Must be able to comprehend IT servers and geodatabase architecture and design principles to develop resource information management and information delivery services/systems.
  • Professional expertise in writing and translating programs, automation tools, code, and scripts.
  • Knowledge of large datasets including Public Land Survey, Land Area Representation (LAR), and Land Status.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in a related field such as, geospatial development, engineering, or geospatial information management.
  • At least 7 years of experience in developing and integrating applications, geospatial preferred.
  • Design and implement geospatial data, workflow, and interface architecture.
  • Administration of policies and procedures, technical problems, priorities and methods.

 

SUPERVISORY RESPONSIBILITY

This position does not have direct supervisory responsibilities but will serve as a technical leader and liaison with internal and government stakeholders.

 

WORK ENVIRONMENT

Work is performed in a professional office setting or remote telework environment. Must be able to operate standard office equipment, including computers, printers, and communication systems.

 

PHYSICAL DEMANDS

  • Frequently required to sit, talk, and use hands to operate equipment.
  • Occasionally required to lift objects up to 25 pounds.
  • Requires close vision, distance vision, and the ability to focus for extended periods.

ROLE/LOCATION SPECIFIC ESSENTIAL FUNCTIONS

  • Perform onsite duties at BIA facilities in Lakewood, CO, as needed.
  • Must coordinate and communicate with BIA leadership, COR, and project managers on deliverables and system changes.

POSITION TYPE/EXPECTED HOURS OF WORK

Full-time, Monday through Friday, 8:00 a.m. – 5:00 p.m.

Occasional evening or weekend work may be required depending on mission-critical deadlines.

 

TRAVEL REQUIREMENTS

Regular commute to primary work location is not considered travel. Local and occasional out-of-area/overnight travel may be required to support program operations and stakeholder meetings.

 

CLEARANCE/LICENSE REQUIREMENTS

  • Must be able to obtain and maintain a federal government background check and clearance.
  • Required to complete FISSA (Federal Information Systems Security Awareness) training and annual recertification.
