Summary

SUMMARY

 

The GIS Analyst II is designated as key personnel under Category Four: Basic GIS Support. This role primarily involves implementing analytical techniques to resolve recurring geospatial and GIS issues, administering geospatial databases, and ensuring quality control and assurance of geospatial data projects. The specialist also participates in interdisciplinary teams with various stakeholders, including other federal agencies, Regional Geospatial Coordinators, and BIA divisions on mapping projects.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The contractor will be required to perform work which includes, but is not limited to, the following tasks:

  • Implement analytical techniques necessary to solve recurring, procedural, and factual geospatial and GIS issues, such as identifying data needs for specific projects, determining compatibility with other platforms, and locating missing information.
  • Administer geospatial databases and implement quality control and assurance guidelines for geospatial data projects.
  • Participate on interdisciplinary teams with various stakeholders, including other federal agencies, Regional Geospatial Coordinators, and other BIA divisions on various mapping projects.
  • Develop basic GIS applications/dashboards at the request of BIA leadership.
  • Develop and maintain metadata for all GIS projects for the Division.

SKILLS AND QUALIFICATIONS

  • Knowledge of geographic/cartographic sciences, interdisciplinary resource management, and database management.
  • Knowledge of appropriate database design principles to identify interrelationships within GIS data.
  • Knowledge of standardized geospatial and GIS software/hardware applicable to the BIA/tribes.
  • Ability to develop basic GIS applications/dashboards.
  • Ability to develop and maintain metadata.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in geography, remote sensing, geospatial technology, or natural science.
  • A minimum of 3 years of relevant geospatial experience, with 5 years of experience leading a team, group, or department.
  • Specialized Experience: 3 years of experience using ArcGIS and or related tools for data analysis, cartography, and modeling; and using ERDAS Imagine or comparable application for raster analysis and processing.
  • Relevant experience with Python, AML, VBA, or other scripting/geospatial application development tools.
  • Experience using file and enterprise geodatabase systems
  • Participate in formulating/defining the scope, requirements, and objectives for analysis of GIS data, development of cartographic products, and automation of Geospatial tasks using industry standard tools such as ESRI ArcGlS, ERDAS, etc…
  • Demonstrate ability to utilize ArcGIS applications and geospatial theory such as coordinate systems, projections, and modeling.
  • Must also be proficient with Leica Geosystems (ERDAS) Imagine or other raster based software application and raster data processing.

SUPERVISORY RESPONSIBILITY

This position has no supervisory responsibilities.

 

WORK ENVIRONMENT

Work is performed in a professional office setting or remote telework environment. Must be able to operate standard office equipment, including computers, printers, and communication systems.

 

PHYSICAL DEMANDS

  • Frequently required to sit, talk, and use hands to operate equipment.
  • Occasionally required to lift objects up to 25 pounds.
  • Requires close vision, distance vision, and the ability to focus for extended periods.

ROLE/LOCATION SPECIFIC ESSENTIAL FUNCTIONS

This position focuses on applying geospatial analysis techniques, supporting database management, and assisting with GIS project tasks. Responsibilities include maintaining metadata, developing basic GIS dashboards, and contributing to interdisciplinary mapping efforts. Work may be performed on-site in Lakewood, CO or remotely, depending on project needs.

 

POSITION TYPE/EXPECTED HOURS OF WORK

Full-time, Monday through Friday, 8:00 a.m. – 5:00 p.m.

Occasional evening or weekend work may be required depending on mission-critical deadlines.

 

TRAVEL REQUIREMENTS No specific travel requirements are mentioned for this role in the provided sources.

 

CLEARANCE/LICENSE REQUIREMENTS

  • Must be able to obtain and maintain a federal government background check and clearance.
  • Required to complete FISSA (Federal Information Systems Security Awareness) training and annual recertification.
